【摘要】:Theprincipaluseofthisstandardisintheidentificationofeffectivegroundwatermonitoringconstituentsforadetection-monitoringprogram.Thesignificanceoftheguideistominimizethefalsepositiverateforthefacilitybyonlymonitoringthoseconstituentsthatareintrinsictothewastemassandeliminatethoseconstituentsthatarepresentinbackgroundinconcentrationsthatconfoundevaluationfromdowngradientwells.Federal,stateandlocalregulationsrequirelargegenericlistsofconstituentstobemonitoredinanefforttodetectareleasefromaWMU.However,identificationandselectionofparametersbasedonsite-specificphysicalandchemicalconditionsareinmanycasesalsoacceptabletoregulatoryagenciesandresultinamoreeffectiveandenvironmentallyprotectivegroundwatermonitoringsystem.NaturallyoccurringsoilandgroundwaterconstituentswithinandnearaWMUareashouldbedeterminedpriortothedevelopmentofamonitoringprogram.Thisisimportantintheselectionofsite-specificconstituentslistsandavoidingdifficultieswitharegulatoryauthorityregardingsourcesofmonitoredconstituents.Site-specificlistsofconstituentsrelativetotheWMUwillprovidefortheregulatorthoseconstituentswhichwilleffectivelymeasuretheperformanceofaWMUratherthantheuseofagenericlistthatcouldincludenaturallyoccurringconstituentsaswellasthosenotpresentintheWMU.Site-specificconstituentlistsoftenresultinfewermonitoredconstituents(thatis,monitoringprogramsareoptimized).Thisprocessiscriticaltotheoverallsuccessofthemonitoringprogramforthefollowingreasons:Thereductionofthemonitoringconstituentstoonlythosefoundorexpectedtobefoundorderivedfromsite-specificsourcematerialwillreducethenumberoffalse-positiveresultssinceonlythoseparametersthatcouldindicateareleasearemonitored.Theuseofconstituentsthatcontrastsignificantlytobackgroundgroundwatereliminatesthosethatcouldleadtoerroneousresultsmerelyduetotemporalandspatialvariabilityofcomponentsfoundinthenaturalgeochemistryoftheupper-mostwater-bearingzone.Wherestatisticsarerequired,fewerstatisticalcomparisonsthroughwellandconstituentoptimizationenhancesthestatisticalpower(oreffectiveness)ofthemonitoringprogram(Gibbons,1994;USEPA,July1992).Eliminatingthecostofunnecessarylaboratoryanalysesproducesamoreefficientandcost-effectivemonitoringprogramandminimizestheeffortrequiredbyboththelocalenforcementagencyandtheowner/operatortorespond(eitherwithcorrespondenceoradditionalfield/laboratoryefforts)toerroneousdetectiondecisions.ThistypeofapproachisacceptabletoregulatoryagenciesaridapplicableundermostgroundwatermonitoringprogramsunderRCRAregulations.Forexample,indeterminingthealternateconstituentlistatSolidWasteFacilities,40CFR258.54(a)(l)allowsfordeletionof40CFR258AppendixIconstituentsifitcanbeshownthattheremovedconstituentsarenotreasonablyexpectedtobeinorderivedfromthewastecontainedintheunit.40CFR258(a)(2)allowsapprovedStatestoestablishanalternatelistofinorganicparametersinlieuofallorsomeoftheheavymetals(constituents1-14inAppendixItoPart258),ifthealternativeconstituentsprovideareliableindicationofinorganicreleasesfromtheunittogroundwater.Theframeworkforthisstandardisgenerallybasedontheguidelinesestablishedunder40CFR258.54(a)(l)tooptimizeagroundwater-monitoringnetworkinsuchamannerastostillprovideanearlywarningsystemofareleasefromtheWMU.Thisguidancedocumentis,however,applicableforallWMU,notjustthoseassociatedwithsolidwastedisposalfacilities.Indeterminingthealternativeconstituents,considerationmustbemadef......
